Korea has launched a new K-Tour Pass for foreign visitors.
But it is not a nationwide pass that simply gives travelers 40% off Korean trains.
The program is a Busan-focused pilot.
Both versions cost 15,000 won, and the value depends on which transportation option you use and whether you take advantage of the included Busan benefits.

Is the K-Tour Pass nationwide?
Not in the way many travelers may assume.
The Ministry of Culture, Sports and Tourism and Korea Tourism Organization launched the product as a pilot for foreign visitors traveling to Busan.
The free-attraction and local-partner benefits are centered on Busan.
Some transportation benefits begin outside the city, and Pass 2 discounts a Korail Pass that can be used more broadly.
So the pass is Busan-focused, but not every individual benefit is geographically limited to Busan.
The government says the pilot will be reviewed before a planned 2027 expansion linked to five major regional tourism zones centered around regional airports.
Who can buy it?
VISITKOREA says the K-Tour Pass is exclusively for foreign tourists visiting Korea.
Both options cost 15,000 won.
The transportation discount coupons and K-Tour Pass mobile ticket can be used through December 31, 2026.
The issued WOWPASS card can be topped up and used beyond that period under its own validity rules.
What does every pass include?
Both versions include:
- 50% off one one-way AREX ticket, up to a ₩6,000 discount
- free admission to one of about 35 participating Busan attractions
- one WOWPASS card, with top-up required separately
- discounts at about 50 partner locations, including attractions, experience venues and cafes
The free attraction can be used once.
VISITKOREA says partner discounts may be used repeatedly.
What is Pass 1?
Pass 1 is the option built around traveling to Busan.
It provides a 40% discount on eligible one-way intercity transportation to Busan, capped at ₩24,000.
VISITKOREA specifies:
- Klook: choose an eligible train or bus discount
- HopnHop: train discount
That is much narrower than saying:
“40% off Korean trains.”
The discount is tied to eligible transportation to Busan and has a maximum value.
What is Pass 2?
Pass 2 replaces the 40% Busan-bound transport benefit with a ₩24,000 discount coupon for a Korail Pass.
The linked Korail Pass options cover two to five days.
This is an important distinction.
A Korail Pass can support travel beyond Busan, even though the K-Tour Pass pilot itself is designed around bringing more foreign travelers to Busan.
How much can you actually save?
Start with the cost:
₩15,000.
Under Pass 1, the maximum intercity transportation discount is ₩24,000.
At a 40% discount rate, you need an eligible fare of at least ₩60,000 to receive that full ₩24,000 reduction.
If you receive the maximum transport discount, you are ₩9,000 ahead of the pass price before using any other benefit.
Add the maximum ₩6,000 AREX discount and the combined transportation discounts can reach ₩30,000.
After subtracting the ₩15,000 pass price, that is up to ₩15,000 in net transportation savings before counting:
- the value of one free Busan attraction
- any local partner discounts you use
The break-even point is simple:
you need to use at least ₩15,000 worth of benefits to recover the purchase price.
The pass is therefore not automatically a good deal for every traveler.
What attractions are included?
VISITKOREA lists roughly 35 participating Busan attractions and lets pass holders choose one for free admission.
Examples include:
- Lotte World Adventure Busan
- Songdo Marine Cable Car
- Skyline Luge Busan
The participating list can change, so travelers should check the live official K-Tour Pass page before buying.
Where do you buy it?
The official guide lists:
- Klook
- HopnHop, Webtour’s platform for inbound travelers
Online purchase provides a mobile barcode for admission and discount benefits.
VISITKOREA warns that screenshots or printed copies may not be accepted because participating merchants scan the live barcode.
What about the physical card?
A WOWPASS card is included.
Korea.net says the physical card can be collected free at kiosks at:
- Incheon International Airport
- Gimpo International Airport
- Gimhae International Airport
- Seoul Station
- Busan Station
The card can be topped up and used for public transport and payment functions.
But the included card is not unlimited free transportation.
Top-up is required separately.
Is it worth ₩15,000?
It is easiest to justify if you plan to use several benefits.
For example:
- use the Busan-bound transport discount or Korail Pass discount
- use the AREX discount
- visit one paid Busan attraction
If you use only a small transportation discount and skip the attraction, the pass may not pay for itself.
So the right question is not “Does the pass offer 40% off?”
It is:
“How many of the included benefits will I actually use?”
WHY IT MATTERS
The shorthand “40% off Korean trains” makes the product sound broader than it is.
The accurate description is:
a foreigner-only, Busan-focused pilot that combines either a Busan-bound intercity transport discount or a Korail Pass discount with Busan attraction and local-partner benefits.
That can still be a good deal.
It is simply not a universal nationwide 40% rail pass.
